The optimum plan for handling excess water involves the return of that water to the natural water table. Simply capturing the water and transporting it somewhere else, as our current storm water system does, just transfers the problem. It also results in depleting natural ground water aquifers. The better solution is to gather the water and hold it long enough for natural percolation back into the soil. Re-using the water for irrigation, wash down and other uses takes drainage to a higher level of sustainability.
